Directorate, effective 1 October 2026. The appointment was made by the Minister of Public Works and Transport, Honourable Matjato Moteane, on the advice of the Roads Directorate Board of Directors.

With more than 20 years of progressive experience addressing Lesotho’s road and bridge infrastructure needs, Mr.  Ntšere brings a wealth of expertise in civil engineering, contract administration, procurement, project management and institutional leadership, together with a proven track record of driving innovation, operational excellence and sustainable growth in the roads sector.

A civil engineer by profession, Mr. Ntšere joined the Roads Directorate in 2010 as a Senior Contracts Engineer. He subsequently advanced through the ranks, assuming a Contracts Manager role in 2020. In 2023 he was appointed Director of Road Network Development, where he provided strategic leadership for the country's national capital investment programmes. As Director of Road Network Development, Mr. Ntšere oversaw the planning, budgeting, procurement, performance monitoring, risk management and stakeholder coordination. 

Mr. Ntšere holds a Bachelor of Science in Civil Engineering from the University of Natal, obtained in 2005. His technical expertise includes FIDIC contract administration, public financial management, tender evaluation, claims and dispute resolution and project governance.

He also serves as Deputy Chairperson of the Road Fund Board of Directors. In that role, he contributes to corporate governance, policy direction and financial sustainability. He also helps ensure that road-sector funding stays aligned with Lesotho's national development priorities.

Mr. Ntšere succeeds Mr. Teboho Mokhoane, who led the Directorate from December 2022 until the end of his contract in September 2026.
