The estimated completion time for these projects is set at four (4) months, during which the following scope of works will be executed: - Excavation of paving blocks to allow for the laying of new cables - Trench and pole excavation, including fully compacted backfilling - Replacement of the old artificial road lights with modern, efficient ones - Upgrading of light fittings to enhance visibility and safety - Installation of new metering kiosks with steel enclosures, equipped with padlocks to safeguard against vandalism, which has been a concern in the past.
To achieve cost-effectiveness, instead of installing poles and running separate cable lines on both sides of the road, the new artificial lights will be installed on the raised lane divider on both roads. This innovative approach will not only reduce installation costs but also contribute to the overall longevity and sustainability of the lighting infrastructure.
These significant projects are aimed at improving mobility and ensuring public safety for all road users during night time travel. Funding for these rehabilitation works has been provided by the Road Fund.
As both rehabilitation projects commence, the Roads Directorate urges all motorists to exercise caution and follow temporary road signs displayed. The Directorate appreciates the cooperation and understanding of road users during this time.

The Road Directorate proudly announces the launch of a nation-wide campaign, termed “Operation Kaka-Kata” (Mokoari Project) aimed at addressing the backlog of maintenance on major roads. Recognizing the vital role of well-maintained roads in fostering economic growth and social development, the Roads Directorate has undertaken this ambitious project to enhance major roads across the country.
“Operation Kata-kata” (Mokoari Project) kicked off on the 2nd August, 2023, with dedicated in-house teams working on various sections on the main roads, such as the B20 road and the A1 road in Maseru, Berea, Leribe, Botha-Bothe and Mokhotlong. The comprehensive project will continue in Mafeteng, Mohale’s hoek and Quthing in the following weeks.
With an allocated budget of M18,879,600.00 and an estimated duration of two to six months, this in-house routine maintenance operation will cover a total of 956.87 kilometres, divided into 47 sections, ensuring ease of supervision throughout Lesotho's 10 districts.
Amongst others, activities that will be carried out in these works include: -
· filling of potholes to ensure smoother and safer roads for motorists;
· clearing of side drains and other waterways to prevent waterlogging;
· cutting of grass and bushes to improve driver visibility and prevent vegetation-related road hazards;
· provision of erosion control scour checks to protect roads from environmental impact;
· unblocking of culverts to maintain efficient water flow under the roads;
· removal of debris from the roads and road reserves to enhance road safety and aesthetics.
In addition to enhancing performance and life span of the major roads, “Operation kaka-kata” has a significant social impact through job creation for local communities residing along the roads. The project also provides an opportunity for skills development on road maintenance activities for young technicians.
The Roads Directorate urges everyone to be responsible citizens and maintain a clean environment as littering leads to drainage blockages which adversely affect the quality and lifespan of roads.
As the campaign progresses, the Directorate encourages road users to abide by temporary traffic signs on site and exercise patience while work is underway.

The Minister of Public Works and Transport Attends African Union Transport and Infrastructure Meeting
The Minister of Public Works and Transport, Honourable Matjato Moteane participated in the 4th Ordinary Session of the Specialized Technical Committee on Transport, Transcontinental, and Interregional Infrastructure and Energy (STC-TTIIE) held from 12th to 15th September, 2023, in Zanzibar, United Republic of Tanzania.
Hosted by the African Union Commission, the high level meeting was aimed at addressing critical issues concerning infrastructure, energy, and transportation on the African continent, especially in the wake of global challenges such as the COVID-19 pandemic and economic uncertainties resulting from the Russia-Ukraine conflict.
In his address at the 4th Ordinary Session of the chair the Ordinary Session of the Specialized Technical Committee and Minister of Public Works and Transport, Honourable Matjato Moteane reaffirmed Lesotho's commitment to Africa's development. He underscored the crucial role of infrastructure and energy in the continent's recovery from global crises, emphasizing the need for collective efforts to expedite the implementation of priority projects and contribute to continental aspirations.
The Honourable Ministers delegation included Mr. Khasapane Kikine, Director of Road Network Planning at the Roads Directorate, who made opening remarks at the Experts Meeting preceding the high-level Ministers’ meeting.
Delivering his speech, Mr. Kikine emphasized the need for collective action to mitigate the adverse impacts of global crises on the energy and infrastructure sectors. He stressed the significance of fast-tracking priority projects in the Transport and Energy sectors to promote sustainable economic recovery.
The Ministry of Public Works and Transport through its vision and mission align with the overarching goals of ensuring accessible, safe, and well-maintained road infrastructure that supports socio-economic growth. This mission resonates with the broader continental agenda discussed at the STC-TTIIE, making Lesotho's participation pivotal in contributing to Africa's infrastructure development.
Participation in international fora like the STC-TTIIE demonstrates the Government of Lesotho’s dedication to regional and continental collaboration, reinforcing its role as an active player in advancing the continent's infrastructure and energy sectors.
Lesotho has been Chair of the Specialized Technical Committee on Transport, Transcontinental, and Interregional Infrastructure and Energy since 2021. Lesotho handed over the baton to Ethiopia at this meeting.
The important session which brought together stakeholders including Member States, Regional Economic Communities (RECs) specialized institutions and partners from across Africa was organized by the African Union Commission (AUC) in collaboration with the African Union Development Agency (AUDA-NEPAD), the African Development Bank (AfDB) and the United Nations Economic Commission for Africa (ECA).
