The Division’s key functions, through budgeting under the Central Government and the Road Fund, are planning, programming and implementation of maintenance on all existing roads and footbridges under jurisdiction of the Roads Directorate throughout the country using both equipment (or conventional) and labour based methods of construction. The Division is also responsible for the promotion, propagation and training in the use of labour based methods and their application in the roads and bridges construction, upgrading and rehabilitation works.

The Division also carries out routine and periodic maintenance of the main paved and gravel surfaced roads. It also provides guidance and assistance to the regions with management of contracts and force account teams engaged in routine and periodic maintenance of existing roads and drainage structures.

The Division comprises of the three regional offices namely: -
a) The Central Region
b) The Northern Region and
c) The Southern Regional


Regional Offices – Central, North and South
Each region serves as a representative of the Roads Directorate in all aspects (Technical, Administration, Finance, Human Resources and all movable and fixed assets).
The regions are responsible for the management and implementation of the programmed and urgent works of construction, upgrading, rehabilitation, periodic and routine maintenance on all roads under the Roads Directorate jurisdiction using equipment and labour based methods.

The Central Region is responsible for the Maseru, Thaba-Tseka and Mafeteng districts.
The Northern Region covers the Berea, Leribe, Botha-Bothe and Mokhotlong; The Southern Region covers the Mohale’s Hoek, Quthing and Qacha’s Nek districts.
